UPDATE ON STREAM PROJECT

Thank you for your inquiry regarding the status of this project. I understand you and your neighbor’s concern due to recent storm events.

As former Director Joe Siemek and my previous correspondence dated June 8, 2026, stated, we are committed to completing the design and construction of the stream and culvert improvements in the vicinity of you and your neighbor’s properties, as quickly as possible.

As we continue to work thru design conflicts with the existing sewer main, design is progressing towards 90%. We will be addressing agency review comments in the coming months, working with the Maryland Department of the Environment, US Army Corps of Engineers, and Harford County Soil Conservation District for the necessary permits to perform this work. These permits are ongoing from subsequent design reviews, and we anticipate approval and issuance of the necessary permits in early 2027 along with 100% Design Documents. This timetable remains unchanged compared to our previous correspondence.

Concurrently, we are hopeful to begin right-of-way (ROW)/easement acquisition for this project later this year. As we mentioned in the Spring 2026 Public Meeting, we are unable to schedule construction for this work until all necessary permits and ROW/easement acquisitions have been completed. Typically, property acquisition for our capital projects takes a few months, assuming cooperation from the impacted property owners.

At this time, we are anticipating advertisement of this capital project late 2027 so we can award construction to begin on or about May 1, 2028, to perform all work adhering to the state mandated stream restriction period of October 1 to April 30th, inclusive of any year.
